The United States Secretary of State assessed that the post war developments in Bosnia-Herzegovina and Kosovo have not shown enough progress. She also described Kosovo as a territory that "still has no economy." "Essentially, Kosovo still does not have economy," Rice told the Texas daily. "Bosnia is not a true state in the way it functions," she said. She pointed out that the idea was to stop the war in the Balkans and assessed that the transition has not produced good results.
