UN in Kosovo orders preparations for vote
The third election to the 120-seat multiethnic assembly since the end of the 1998-1999 war is due in November this year but UN Mission in Kosovo (UNMIK) officials warned that the province-wide election must not interfere with efforts to decide Kosovo's future. No date has been set for the poll.
"It is important that the elections do not interfere with the resolution of final status," said Steven Schook, a senior UN official, in a statement.
"We will be monitoring the negotiation process very closely over the coming months."
He said parties should register candidates for both assembly and municipal polls. The date is expected to be set in the first week of September by UNMIK chief Joachim Ruecker.
Last year, the UN postponed municipal elections for one year fearing campaigning would hinder UN sponsored talks over Kosovo's future.
The UN retains overall authority over decision-making although most powers have been transferred to local institutions.
Kosovo lawmakers, who elect a president and premier, are in charge of issues such as health and education, and administer a budget of more than EUR 600mn. NATO is in charge of securing the province's borders.
The last assembly election was held in 2003 with the province now currently governed by a coalition of two ethnic Albanian parties under premier Agim Ceku. Kosovo's Serb minority boycotts the province's assembly.
