The proposal for the next elections envisages direct voting for candidates, not parties, and also a five-percent threshold, which is opposed by small parties.The team also proposed a two-year mandate for local authorities, four years for the assembly, and a five-year mandate for the Kosovo president.
Under the Kosovo Interim Constitution, elections are called by the UN Mission in Kosovo (UNMIK) chief. Before the vote, the Kosovo institutions have to prepare an election law, which must be signed by the UNMIK chief before it takes effect.
The mandate of the local authorities expired last year, but the then UNMIK chief Soren Jessen-Petersen decided not to hold elections, explaining that they would affect the status process.
The mandates of the Kosovo assembly and government will expire in November. In early August, UNMIK announced that Ruecker would definitely call the vote in late August or early September.
