UN looks to avoid unilateral decisions

Ban said earlier that he was worried by the lack of progress in the Kosovo status settlement.

Ban said that he hoped the Council would manage to reach an agreement based on the suggestions made by UN Kosovo Envoy Martti Ahtisaari, and called on all member countries to take a stance against unilateral moves.

“What I want to stress is that all premature and unilateral actions should be avoided, whatever the topic in question. That would further complicate an already complicated situation,” he said.

Russian Ambassador to the United Nations Vitaly Churkin reiterated last night in New York that Russia does not support latest Kosovo draft and wants to see new negotiations with a new envoy.

Churkin voiced his supports UN Kosovo Resolution 1244, adding that the province's status must be determined through negotiations without imposed deadlines.

“The longer, the better,” Churkin said, referring to the length of the talks, and adding that any unresolved issues could be dangerous for the Balkans.

French Ambassador to the UN Jean-Marc de la Sablière, said that the fifth draft of the Kosovo resolution represented “a final effort” for reaching a consensus within the Security Council.

Chinese UN Ambassador Wang Guangya said that it would be best for Belgrade and Priština to reach an agreement on Kosovo's future status.

“If there is no agreement between the two sides, the UN Security Council will have a hard time imposing something,” Wang said after meetings in New York yesterday, adding that everyone needed “more time” for solving the problem.

However, top international officials will continue to discuss Kosovo in the coming days.

The province's future status will be on the agenda of today's meeting between Ban and U.S. President George Bush.

European Union Security and Foreign Policy Chief Javier Solana will meet in Brussels Wednesday with UN Kosovo envoy Martti Ahtisaari and Macedonian Prime Minister Nikola Gruevski.

Solana and Gruevski will, according to Solana's cabinet, discuss relations between the EU and Macedonia, along with the situation in the Balkans, with a focus on the Kosovo crisis.
