In addition to five Serbian municipalities in Kosovo, Ahtisaari proposed the creation of five more municipalities, with North Mitrovica among them. The municipatlities would be formed along the principle that a minimum of 5000 citizens constitute each new municipality.Given that Belgrade and Priština failed to agree on major points of Ahtisaari’s plan, and given that the UN special Kosovo envoy said he would introduce amendments into his proposal that were agreed on by both sides, the original text should thus sustain minor or no changes.
The talks end on March 2. Ahtisaari announced he would complete the document by March 10 and hold a meeting to present his finalized proposal to Belgrade and Priština teams, followed by a detailed discussion.
The UN Envoy told B92 in an exclusive interview that his final proposal would contain the "status word".
When asked whether he saw the talks in Vienna as a last chance for Belgrade and Priština teams do reach a compromise, Ahtisaari replied that Vienna was indeed the last chance in that sense.
"I am very satisfied with what we have achieved so far. Our proposal is good and it received positive reviews, judging from the comments of those familiar with the complexity of the situation", Ahtisaari concluded.
