Although the Serbian Ministry of Justice also sent this warrant to Interpol, "this international organization, according to a resolution of its general assembly, can under certain circumstances stop an arrest warrant," he added.

The paper reported that "this is what happened in Thaci's case after Kosovo, recognized as a state by many Interpol members, protested over the treatment of its citizen."

Petrovic said that there was no "red notice" in Thaci's case that would mean countries were under obligation to be arrest him - "and without it, each country acts at its discretion."

Petrovic mentioned Britain as an example, where only warrants related to international, rather than internal conflicts are considered valid, as well as those concerning "serious violations of international law."

The issue of Interpol's warrant for Thaci's arrest was brought up last week when he attended a regional business forum in Bosnia-Herzegovina.

In Serbia, the case is currently in its "investigative phase," said the daily. Thaci, now Kosovo's president, is suspected of "serious violations of the Geneva Convention."

In 1997, the District Court in Pristina put him on trial in absentia on terrorism charges, and sentenced him to ten years in prison. Later, other indictments were raised, including the one from 2002 on suspicion that Thaci had committed genocide.

Last spring, Thaci was announced as a participant in an event in Belgrade, but Serbian officials confirmed that a pair of handcuffs would await him here, the newspaper said in its report, quoting Interior Minister Nebojsa Stefanovic who said at the time the MUP (Interior Ministry) would act according to the law and bring Thaci to justice.

The former leader of the terrorist KLA was in 2003 detained in Budapest, Hungary, and released after several hours. The Hungarian authorities acted on a warrant issued in 1997 by Yugoslav authorities. Belgrade was informed at the time that then UNMIK chief, Michael Steiner, intervened to have Thaci released, the daily writes.
