If the Hague Tribunal closed before the two remaining indictees were arrested, they would still face trial, said Hague representatives. Former Bosnian Serb military leader Ratko Mladic, and former Croatian Serb political leader Goran Hadzic would be tried “by a special international mechanism whose forming is envisaged by the Tribunal's exit strategy”. Indictees to face trial if Hague closes If the pair were arrested soon, said the Hague officials, they would face the UN war crimes court in The Hague and these proceedings could be finalized by 2014 or 2015. “Should this not happen, it does not mean that they will walk away without a punishment,” the Hague representatives stated during the study visit to this institution, organized for reporters by the OSCE mission to Serbia. According to them, the Tribunal's exit strategy envisages the establishment of “residual mechanism” – which would allow the possibility for Mladic and Hadzic to be tried after the closing of the court. According to the assessment of Hague President Judge Patrick Robinson, all proceedings which are underway, among which the Radovan Karadzicccase, should be finalized before the Appeals' Chamber by 2014, when this court is planned to be shut down. A total of 17 cases against 40 defendants are currently underway before the Hague Tribunal.
