Mladjan Dinkic says the contract for construction of the highway from Horgos to Nov Sad will be awarded via a tender. The economy and regional development minister said that this part of the highway was not part of the agreement to terminate the Horgos-Pozega highway concessions contract. “Horgos-Novi Sad highway tender soon” He said that the Horgos to Novi Sad section would most likely be built once the tender was announced, adding that more details would be known after the next meeting of the National Council for Infrastructure. Dinkic said that expert analysis had shown that the offer price of EUR 220mn from the Alpina-PORR consortium had been unrealistic, and that the construction of the highway would not cost more than EUR 150mn. “This highway cannot be part of the termination agreement, it will go to tender, where the company that accepts those conditions and offers the lowest price for construction and the best deadlines for completion will receive the project,” Dinkic said, adding that it was realistic for this section of the highway to be completed within 15-18 months of the start of work. Dinkic said that he would consider splitting up construction of that part of the highway into several sections in order to achieve maximum competitiveness among domestic companies, lower prices, and faster construction. Given the problems already faced, Dinkic said that an international standard of negotiations would be applied and that if one company proved unable to meet all the conditions, another one would be found to step in at short notice. Asked why the concession agreement was not simply terminated, Dinkic said that experts had stated that this would not be simple and that there was no way to avoid arbitration. He said that even though Serbia would win any court action, a lot of time would be wasted. The minister added that the ones to ask about all the mistakes thus far were the last negotiating team, pointing out that he had left that team because he had not been satisfied with the way the job was being handled.
